So, I am temporarily back on the project called WAND, and have learned something about Islam. The loos at the building used to all be like all the blue stalls at the end of the picture. However, now you can see that there is a new special room at the end nearest the camera that required the removal of 3 or 4 stalls. 
Why were three stalls replaced with one room, you might ask? Well, apparently there is a right way and wrong way to use the loo in Islam (see Muslim bathroom etiquette).
Here is shot inside the bathroom. It seems to provide all the requirements for a proper Muslim loo, with enhanced privacy, being close to the ground, not facing the wrong direction (you would face north if using this loo), etc.

Very interesting. I wonder about the fact that it closes up all the way though. I guess the UK doesn't have rules about being able to see at least a bit of the person in order to reduce the risk of someone being assaulted in a bathroom stall?
Not that I am aware of. There are many places I have been here with separate, lockable doors. Is there such a law in the US? I wouldn't think so, but it is probably a concern in schools and childcare centers because of lawsuits and insurance.
